About the Company: A Class 1 Saudi heavy civil contractor specialized in horizontal infrastructure (roads, highways, earthworks, and utilities).
Location: Saudi Arabia (KSA-based with prior GCC experience)
Lead the full tender lifecycle — from prequalification through technical and commercial submission — for the company's horizontal infrastructure and O&M pipeline, ensuring competitively priced, technically compliant, and timely bids on government and giga-project opportunities.
Manage end-to-end tender process: opportunity identification, prequalification, technical proposal development, commercial pricing, and submission via Etimad and client portals.
Build up and validate rates using current KSA market data in coordination with Procurement, Estimation, and Operations teams.
Lead bid strategy for major government and giga-project tenders across the Kingdom.
Coordinate cross-functional bid teams (engineering, procurement, QHSE, legal, finance) to ensure compliant and competitive submissions.
Track competitor activity, historical award data, and market intelligence to inform pricing and win strategy.
Manage tender risk review and approval process ahead of submission, including commercial terms and contractual exposure.
Maintain a pipeline tracker of upcoming opportunities across EPC, Asphalt, and FM/O&M lines.
Mentor and manage tendering/estimation staff, building bench strength for a growing project pipeline.
8–15 years of tendering/bid management experience, minimum 5 years within Saudi Arabia.
Background in heavy civil, roads/infrastructure, or EPC contracting — horizontal infrastructure experience strongly preferred over vertical/building-only backgrounds.
Demonstrated track record leading tenders for major Saudi government or giga-project clients.
Direct hands-on experience with Etimad or equivalent Saudi e-tendering portals.
Strong grasp of current KSA construction market rates for cost estimation and competitive bid positioning.
Experience coordinating cross-functional bid teams (estimation, procurement, legal, engineering).
Nationality open; Arabic language and existing KSA transferable iqama a plus, not mandatory.
Bonus: exposure to both EPC and asphalt/O&M tender types.
