Position: Head of Renewable Construction Program
Location: Muscat, Oman (Central Office)
Reports To: CEO / Managing Director
Department: Renewable Project Delivery
Employment Type: Full-Time
Our client is a fast-growing international renewable energy developer and independent power producer. This senior leadership role takes over each project once the Development team completes it, and leads contracting, permitting, construction, and commissioning through to COD and handover to Operations. The role covers a multi-gigawatt portfolio of secured wind, solar and battery energy storage capacity. This includes a flagship multi-GW round-the-clock wind, solar and storage program in Oman and a utility-scale solar + BESS project in Southern Africa. It also covers all future projects converted from a 10+ GW development pipeline across multiple international markets.
1. Development Handover, Contracting & Permitting
Receive projects from the Development team through a structured handover, verifying design basis, permits, land, grid, and commercial commitments.
Define the contracting strategy (EPC, multi-contract, or hybrid) and lead tendering, evaluation, negotiation, and award of EPC, OEM, and BOP contracts.
Obtain all construction-stage permits, licences, and approvals, and meet ESIA and grid-connection conditions with the relevant authorities.
Oversee detailed engineering and design reviews, and support financial close with lenders’ technical advisors ahead of notice to proceed.
2. Program Strategy & Governance
Define and execute the delivery strategy for the current portfolio and all future projects across the Middle East, Africa, Europe, and other markets.
Establish and lead the Program Management Office: stage gates, integrated master schedule, reporting cadence, and lessons learned.
Prioritise people, contractors, and capital across concurrent wind, solar, BESS, and hybrid projects to deliver annual MW-to-COD targets.
Provide constructability, CAPEX, and schedule input to the Development team during early stages so projects arrive execution-ready, and scale the delivery model as the pipeline grows.
3. Project Execution & Delivery
Hold accountability from notice to proceed through mechanical completion, energisation, commissioning, COD, and handover.
Direct EPC and balance-of-plant contractors and OEMs (wind turbines, PV modules, inverters, BESS) against scope, specification, and programme.
Manage interfaces across civil, electrical, HV substation, transmission, and grid-connection packages, including round-the-clock hybrid integration.
4. HSE, Quality & Commercial Control
Champion a zero-harm culture across all sites; enforce HSE plans, permit-to-work systems, and incident investigation standards.
Ensure ESIA and lender environmental and social requirements are met through construction in each jurisdiction.
Own quality assurance, inspection and test plans, commissioning, and performance testing against contractual guarantees.
Control program budget, contingency, and cash flow; manage variations, claims, extensions of time, and liquidated damages.
5. Stakeholders & Team Leadership
Act as senior counterpart for offtakers, grid operators, ministries, regulators, and lenders, and report program status to executive leadership and the Board.
Build, lead, and develop a regional team of program, project, site, and controls professionals, supporting Omanisation and local talent targets.
Ensure complete as-built records and handover packages for a smooth transition to operations.
Required
Bachelor’s degree in Electrical, Civil, or Mechanical Engineering or related field; postgraduate qualification preferred.
12+ years of experience in power or infrastructure projects, including utility-scale renewables and leadership of multi-project programs.
Demonstrated track record delivering utility-scale wind, solar, and/or BESS projects (200 MW+) from contracting and permitting through to commissioning and COD, ideally including hybrid plants.
Strong EPC contract management (FIDIC or equivalent), HV grid-connection, and project-finance lender experience.
Proven safety leadership and experience delivering in the GCC and/or Sub-Saharan Africa.
Preferred
PMP / PgMP or equivalent certification; NEBOSH or equivalent HSE qualification; chartered engineer status.
Experience on both developer/owner and EPC contractor sides; Arabic language skills an advantage.
